Company owner says contractors not paying for Waterfront project

If this concrete supplier has done all the work stated ($35K+ worth), why can't he get paid? Developer says he paid a subcontractor the money for the services rendered, yet no one can identify where the money went from there. All this finger pointing by developer and all the subcontactors just doesn't make sense.
